How the taxonomy came to be this
Schema v1.1, the reclassification it required, and what a v1.2 would have to carry.
What changed in version 1.1
The recommendations drawn from twenty national critical-infrastructure frameworks have been merged into the schema. Ten of the twelve were not new subjects at all: the schema already named them inside a parent capability description. Chemicals sat inside Materials and Inputs, the nuclear fuel cycle inside Nuclear Generation, grid control centres inside Transmission and Distribution, air navigation inside Air Infrastructure, postal sorting inside Logistics, desalination inside Water Supply, research institutes inside Education and Skills, and blood banks and stockpiles inside Health. Those are promotions, not additions: the clause is lifted out into its own capability and removed from the parent, so nothing is described twice.
One recommendation was dropped on reading the schema properly. Cyber authorities, CERTs and security operations centres are already named inside Data Centres, Compute and Cloud, so Communications and Digital needed no change at all. Only one capability is genuinely new subject matter: Banks, Insurers and Systemic Institutions, which the financial group had no home for.
50 → 62 capabilities · 136 → 173 indicators
23 minted factbase.org codes preserved exactly; new capabilities take pending/cap/<slug>

Reclassifying the register
All 29,332 records were remapped onto version 1.1. Every asset kept its capability group; assets moved only where a new capability described them more precisely than their old home did. 1,279 moved, about four per cent of the register. The rules matched on asset name, type and rationale, with exclusions to stop obvious over-capture: a refinery stays in Processing and Refining rather than becoming a chemical plant, and a central bank stays in Currency and Reserves rather than becoming a commercial institution. Every move is itemised in the published reclassification ledger.
This was a rules pass, not a review pass. It is accurate on the clear cases and will have residual errors at the margins, particularly where an asset bundles two functions. The ledger exists so those can be found and corrected rather than taken on trust.
The sixty-two capabilities
Each entry gives the schema code, the description as it now stands, the highest-scoring assets held in it, and how it performs. Capabilities added in version 1.1 are marked, with the parent they were promoted out of.
Loading the capabilities…
What version 1.2 should carry
Two recommendations could not be expressed in this schema without adding metadata, and were left out rather than forced in. Both belong to the asset record rather than the capability tree.
An operator and system object. Ten of the twenty frameworks designate operators or information systems rather than sites. Japan publicly names 258 designated operators; Korea designates systems. Expressing that needs a second object type alongside the asset.
Designation and tier fields. The register can record that an asset exists and how important it is, but not that a state has formally declared it critical, nor at what tier. Russia publishes three significance levels, Korea three classes, Saudi Arabia four security classes, the United Kingdom three telecoms tiers. This pass added 654 assets from official sources and could keep only the source name and URL.
Still not recommended: changing the rubric. Every gap found across twenty national frameworks and roughly 20,000 assets was a classification problem. The five dimensions held, and no reviewer proposed a sixth.
